La mostra di architettura della Biennale di Venezia, dopo la sua fondazione negli anni Settanta e sotto le amorevoli cure di Paolo Baratta, è diventata la più importante manifestazione al mondo per questa disciplina. Ospitiamo quindi volentieri l’autorevole pensiero del principale artefice di questo straordinario successo sul delicato tema dell’abitare. A risponderci non è solo il presidente della Biennale, ma anche l’economista e l’uomo delle istituzioni, che lui rappresenta e che ci ammoniscono per l’assenza di architettura, che avvizzisce la società civile, togliendole risorse e abbassandone così il livello di benessere. Investire allora sulla sperimentazione resta l’unica strada da percorrere per sviluppare una nuova consapevolezza della domanda di architettura nella formazione degli individui.
PER UNA CULTURA DEL PROGETTO
Nel secondo atto dell’Oro del Reno si scopre che Wotan, il dio supremo, si è fatto costruire il nuovo grande palazzo dai giganti promettendo loro come compenso la dea Freia, colei che coltiva i pomi dai quali gli dei traggono vita e giovinezza eterna. Alla consegna di Freia accade che gli dei improvvisamente invecchino e avvizziscano avvolti dalla nebbia. Ecco, tante volte osservando gli sviluppi dei luoghi che gli uomini hanno costruito per sé per vivere, lavorare, esistere, in vario grado ci sentiamo avvizziti, perché ci rendiamo conto di aver pagato un prezzo troppo alto per aver fatto non necessarie rinunce, per non aver controllato in tempo con il pensiero quel che si andava facendo. L’assenza di architettura avvizzisce la società civile, le toglie risorse, abbassa inutilmente il livello del benessere al di sotto di quel che è possibile. Un sacrificio eccessivo e inutile.
La società civile deve avvertire la necessità dell’architettura.
Con la Biennale si vuole produrre non tanto e non solo conoscenza, ma soprattutto consapevolezza.
Si vuole offrire non solo un luogo di discussione e di confronto tra diverse impostazioni e visioni di ciò che l’architettura sia o sulle diverse vie che essa può percorrere, ma anche un luogo dove il visitatore sia sollecitato e coinvolto nel rendersi conto delle potenzialità dell’architettura, fino a convincerlo una volta di più della sua necessità, fino ad aumentare in lui il desiderio della sua presenza. Come economista ho davanti a me la constatazione che l’architettura riguarda la produzione di beni dotati di caratteristiche estreme nel panorama dei prodotti scambiati. Se infatti nei beni di consumo correnti gli errori possono essere rimediati rapidamente e corretti giorno dopo giorno, gli errori compiuti nel realizzare gli spazi della nostra esistenza possono essere definitivi o avere comunque effetti e costi prolungati nel futuro. Ogni atto di produzione di spazio abitabile può avere poi effetti esterni su altre realtà e su prospettive altrui: effetti positivi o negativi, ma anche qui non correggibili facilmente. Infine, nel realizzare i volumi del nostro spazio di vita individuale realizziamo contestualmente gli spazi pubblici della vita comune.
La presenza inevitabile di effetti esterni e su terzi, di effetti durevoli nel tempo, su chi verrà dopo di noi, il fatto che vi sia produzione congiunta di altri beni associati e che si producano beni pubblici, fanno della produzione dello spazio abitabile un fenomeno complesso, per il quale è più difficile ottenere automatica conciliazione tra l’interesse individuale e quello generale. Da qui la rilevanza dell’architettura e della cultura dell’architettura per una società civile che voglia massimizzare i frutti del suo lavoro e minimizzare i costi, soprattutto quelli evitabili.
Il progetto. La civiltà industriale ci ha portato a considerare il progetto come la messa a punto di un dispositivo identificato e funzionante. La moderna civiltà ci insegna che un progetto non può limitarsi all’oggetto e al dispositivo senza essere correlato di elementi e componenti afferenti il contesto e il tempo della sua esistenza. Anche qui non si possono ignorare tutte le colleganze con quello che stiamo progettando e quello che c’è intorno o che potrà esserci: gli altri, l’ambiente, il futuro dello stesso ‘dispositivo’. Il progetto in una moderna cultura civile assume le connotazioni di uno ‘statuto del bene progettato’, una carta che richiami anche le azioni da compiere nel tempo sul bene e sulle connessioni con il contesto. Ma se il progetto deve essere di qualità, per innalzare la qualità dell’offerta è indispensabile sia alta la qualità della domanda e il modo con cui sono formulate le necessità e i vincoli, e quindi ecco di nuovo noi come individui e componenti la società civile che questa domanda dobbiamo esprimere.
Per riattivare un fertile rapporto tra architettura e società civile occorre che essa sia presente nella formazione degli individui e nella vita delle istituzioni. In tal senso mi pare opportuno sviluppare sperimentazioni. Se gli architetti come categoria vogliono una legge che assicuri loro una zona di rispetto facciano pure, a me come cittadino interessa che vi sia consapevolezza e ‘domanda’ di architettura, perché è la inadeguata domanda il vero problema. E poiché solo dagli esempi si possono trarre indicazioni, è necessaria una certa dose di sperimentazione.
Per questo penso a strumenti normativi che possano favorire anche a livello locale una dose di sperimentazione, ovviamente in forme tali da non dare origine a facili abusi.
Analogamente mi piacerebbe che progetti di riqualificazione e riurbanizzazione del territorio e del costruito (francamente non mi piace la parola periferia, che oltretutto nell’era digitale assume imprecisi significati) fossero considerati in sede europea tra quelli sui quali sia possibile attivare programmi di sostegno con finanza e normativa speciale, un segno dell’esistenza di una comunità consapevole.
In tutti questi anni abbiano investito molte energie nella ‘Mostra di Architettura’ proprio in quanto strumento di dialogo con i visitatori, imprimendole una dimensione spaziale e temporale diversa e ben più impegnativa rispetto a eventi pensati per soli addetti. Una mostra, e ciò vale sia per l’arte sia per l’architettura, deve avere l’ambizione di provocare trasformazioni nel pubblico dei suoi visitatori, nella loro consapevolezza.
È vitale che una mostra presenti casi che offrano esempi di domande ben poste e di risposte possibili. Una mostra è la messa a disposizione del pubblico, per una testimonianza diretta, di esempi nei quali la presenza dell’architettura si riveli e ‘faccia la differenza’ rispetto all’assenza di pensiero.
Se osservate le mostre di architettura della Biennale degli anni passati, tutte, al dunque, avevano al fondo queste preoccupazioni.
La prossima anch’essa affronterà con angolatura diversa il tema dell’abitare come vivere insieme alla luce dei diversi problemi che si pongono oggi e in prospettiva nelle aree più sviluppate del mondo e nelle aree meno dotate. Sarà un’ulteriore chiamata in causa delle nostre sensibilità.
Il nostro paese sta vivendo un momento delicato per quanto riguarda trasformazioni d’uso degli spazi costruiti, sia per abitazioni sia di natura industriale. Forse la popolazione di domani non sarà uguale a quella per la quale buona parte del patrimonio edilizio delle nostre città è stato costruito. Credo si debbano creare le condizioni legislative e gli opportuni rafforzamenti nella qualità delle amministrazioni, per consentire una maggiore capacità di interventi e una maggiore capacità di far fronte a questioni che vanno affrontate su più vasta scala rispetto alle dimensioni degli interventi edilizi marginali.
In particolare nella vita politica deve tornare a essere presente il futuro. Ci vogliono esempi e la convinzione che per uscire dalle paludi ci vuole coraggio e passione per il progetto.
TOWARDS ACULTURE OF ARCHITECTURAL DESIGN
In scene 2 of Wagner’s Rheingold we discover that Wotan, ruler of the gods, persuaded the giants into building his new mighty palace by promising to give them, as a reward, Freya, the goddess who cultivates the fruits from which all the gods gain Life and eternai youth. However, once Freya is delivered to the giants, the gods suddenly begin to grow old and wither, whilst gradually being buried under the fag. Many times, while witnessing the transfarmations of the places that men built far themselves to live in, work in, exist in, we feel, in various ways, we’ve been decaying, in that we realize we have paid tao high a price far not being able to make the proper sacrifice, far not being capable of rationally controlling what was being inexorably done.
The absence of architecture leads to the decay of civil society, it erodes resources and unnecessarily lowers the level of welfare. An unbearable and useless toll.
Civil society must acknowledge the necessary raie played by architecture. The scope of the Biennale is not only to promote culture but also awareness.
We would like to set up not just a platfarm far discussion and far confronting different approaches and perspectives on how architecture is conceived as well as the various possible pathways architecture can undertake in the future. More than that, we want to create a venue in which the visitar is stimulated and involved in understanding the potential of architecture, to the point where he is once again persuaded of the indispensability of architecture and he will hopefully come back home with an augmented crave far its presence in society. As an economist I have a clear understanding of the fact that architecture implies the production of goods with rather unique features in comparison to the rest of exchangeable goods. In nowadays products (i. e. as opposed to a commodities) functional or design flaws can be fixed rather rapidly and corrected day-by-day, as opposed to the errors made in designing the spaces in which people are meant to live, which instead are inevitably irreparable or at least have long lasting effects and costs. Every act of producing an inhabitable space can impact contingent realities and other people’s perspectives: positive or negative ramifications, here tao not smoothly rectifiable. In addition to this, by designing the volumes of space far our own individuai existence, at the same time we are designing a space that has a inextricable bearing on the life of the collectivity. The inevitable influence of external factors, as well as the one occasioned to others, the long-lasting effects which entangle the inhabitants of the future, the very same fact that there is a combined production of other interconnected goods and there is a production of actual public goods, all of these components make the specific production of inhabitable spaces a complex phenomenon, where individuai and public interests do not always coexist automatically.
Hence the relevant raie played by architecture to this end and the importance of a culture of an architecture that, far the sake of the community, maximizes the benefits of its work while minimizing the costs, primarily the unnecessary ones.
The industriai civilization induced us to conceive the project as the assembly of an identified and functioning device. The Modem post-industriai teaches instead that a project is not just about the object and the devise itself, instead it should consider as well the elements connected to the context and the time in which it is locateci. Once again all the ramifications linked to what we are setto build cannot be ignored, the surroundings and what will there be in the future: i. e. future beings, the environment and the destiny of our “device”. A project, in a modem civilized culture, should hold the features prescribed by an ideai “charter of a designed good”, a written statement which also disciplines the actions that need to be undertaken in the course of time upon the good and upon the contingent background.
In arder to recreate a fruitful band between Architecture and civil society, the farmer must be much more present in the educational path of the individuals as well as in the institutions. In this respect, lt seems appropriate to me to develop new experimentations. lf the architects, as a category, fancy a law that assures them an appropriate recognition, they may as well do it. As far as l’m concerned, speaking as a citizen, l’m much more interested if there is the proper awareness and an educateci demand far “architectural” supplies, given that the ill-advised demand is the real problem. And since the right indications can only be drawn from good examples, a certain amount of experimentation is therefare needed. Far this reason I envision legai instruments that can promote, even at a locai level, the necessary experimentations, though in a way, obviously, in which irregularities cannot easily occur.
At the same time I would like if projects of redevelopment of areas and buildings (I frankly detest the word “suburb”, which by the way, in a digitai era, holds an ambiguous meaning) could be assimilateci by the European institutions to the ones which are already sustained with special capitals and regulations.
This could be proof of an aware community.
During ali these years we invested many energies by precisely making the architecture exhibition an occasion of dialogue with the visitors, granting it a far more different spatial and tempora! dimension and making it far more challenging than other venues targeted far insiders. A true exhibition, and this applies both far art and far architecture, must cherish the ambition of provoking a transfarmation of the visitor’s mindset and his state of awareness.
lt is pivotal far an exhibition to present examples of well-farmulated questions and viable answers. An exhibition ought to be an occasion far the public to directly witness an exhibition of virtuous examples, in which the presence of architecture unveils itself and “makes a difference” compared to the absence of thought.
lf you’ve ever observed the previous architecture exhibitions of the Biennale, you will have noticed that they ultimately shared this same intent.
The next one will similarly tackle, from a slightly different perspective, the issue of inhabiting as living in a community, in light of the various problems of our time and the ones that in the future will affect the most developed countries as well as the underdeveloped ones. The venue will be an another occasion in which our sensibilities will be addressed.
Our country is experiencing a delicate phase with regard to the transfarmations of the use of constructed area, both residential and industriai. Plausibly the future population will not be the same as the one far which most of the building stock of our cities was intended. I believe we should create proper legai conditions and assure a proper upgrading of the quality of the administrations in arder to allow a better capacity of intervening and handling issues at a broader scale, as opposed to only undertaking marginai building projects.
Overall, the future should return to be the main task at hand in the politica! domain. Examples are needed as well as the conviction that, in arder to re-emerge from out of the swamps, the way to go is courage and passion far the project.
